The current public-private partnership (PPP) strategy of the P’Noy administration, more importantly that of Department of Education (DepEd) is of key interest for E-Net. How will this affect access to education? What will be its impact to the poor and marginalized? How is governance of PPP under the DepEd? To answer these and other questions, E-Net gathered empirical data on the implementation of Education Service Contracts (ESC) in four provinces namely Masbate, Northern Samar, Compostela Valley and Maguindanao.
Alternative Budget for Education 2012 Urges Government to Continue Momentum to Fast Track Education for All
When President Aquino came into power, the percentage of DepEd to the national budget increased dramatically to 12.6 %, emerging from a continuous decline for the past 10 years. However, in the 2012 National Expenditure Program of DepEd, the proposed budget reverted back to 11.8% of the national budget.
E-Net’s Position Paper on the Enhanced Kto12 Basic Education Program
E-Net Philippines believes that:
The Enhanced Kto12 program is not ripe for implementation as there are more pressing issues besetting the basic educational system that need to be addressed.
It is unlikely that simply adding 2 years to the basic education program will arrest the deteriorating quality of education in the country.
The additional 2 years in the basic education does not guarantee employment unless there are enough employment opportunities available in the market.
Developing critical thinking skills starts during the formative years of a child and should be integral in the curriculum and teaching from ECCD to secondary education; it cannot be addressed by merely adding two years in high school.
The purpose of education is to develop competent citizens who will serve the needs of the country and not to qualify them for jobs abroad.
e-The Enhanced Kto12 Program Dialogue with the Department of Education
In the desire to put forward the position, concerns and reservations of the different member organizations and marginalized groups regarding the proposed reforms in the basic education, E-Net Philippines took the initiative and invited the Department of Education (DepEd) for a dialogue to discuss and present the position of the organization on the proposed Enhance Kto12 Program last 18 July 2011.
The DepEd was represented by Undersecretary for Programs and Projects Dr. Yolanda S. Quijano, while three E-Net member organizations namely PRRM, KUMPAS and PIGLAS represented E-Net.
